Mend Troy-Bilt Start Trimmer Choke

Troy Bilt 4 cycle Weedeater?

Whenever I try to start the trimmer and open the choke even slightly oil comes running out of the X spot just above the filter. The rubber plug that fits into that X is still there, so i have no idea why it is happening.. is there an adjustment of some sort for the choke/oil like the idle?
