Mend Bissell 1694E Belt Snapped Replacement

Repair for Bissell powerwash delux in Hertfordshire?

Model 1694E and the belt has snapped. Ive got the replacement but there appears to be another part thats broken around the pulley wheels. Our local repair shop won't touch it. Any ideas please?
