Why won't my Bissell model1398 Turn on when I plug it in.. No Power at all??

Very probably a broken wire inside the cable at the plug end - very common problem with all cleaners and caused by repeated tugging over an extended period.

Cut away the plug and about 6" of cable & fit a new plug
