Mend Bissell 2040 Spray Carpet

Water not getting to spray jets from reservoir?

I have a Bissell Pet wash carpet cleaner. The valve from the inner reservoir is working but the water is not getting through the plastic tube to the water jets. I cannot see an obvious blockage. Is this something that I can repaired? if so, can I do it myself?
