how to set timing on lawnmower 6.75 tecumseh?

Took my lawnmower apart for repair and the timing is off. there are are two marks on the interior gears. do you line them up at BDC or TDC

Just line them up! Failing that, put the piston at TDC, rotate the cam till both valves are off the seats, then mesh the gears. Job done.
