Mend Craftsman Eager-1 Recoil Lawn Mower

How do I fix the recoil on my lawn mower?

The starter rope broke on my lawn mower and the remaining rope sucked into the pulley. I put the new rope on but the pulley will not recoil. I disassembled the pulley and components but do not know how the spring attaches for the rope to recoil. The mower is a 1996 Craftsman Eager-1.
