Mend MacAllister MACSP480PRMA Lawn Mower Recoil Petrol

How can I get the pull cord to retract on my MACSP480PRMA Petrol lawn mower?

The pull cord on the above machine will not recoil when pulled. I have removed the cover however cannot see any spring relocating mechanism, anybody know how this works?

There is definetly a recoil spring behind the rope pulley.
