Mend Hoover Spinbrush Pull Water Up

Why won't my spin brush hoover vac won't pull any water up?

I have a Hoover vac spinbrush. Its about 2 years old. It dispenses the water but doesn't pull any back up. I have cleaned it and it still won't work. Any suggestions?
