He made a typing error, not prim, it is prime. To get a little fuel into the carburetor before starting the engine. Usually accomplished by a bulb of clear plastic you push several times.

your lawn mower has a prim,the filter around the prime is no good.the gas cant go where it needs to.put a gasket around the primer so it can prime right.than the gas will flow.
