Toilet not flushing properly-low pressure?

The toilet will only flush after repeated rapid flushes on the toilet handle . The make is a Twyford 02 and is a plastic type flushing system .

The cistern water pump diaphragm sounds as though it's got a hole in it Jacqueline and will need replacing. I went to B&Q and bought a replacement kit for around £15. Pretty easy to fit if you follow the instructions carefully.
