Mend 30c Boiler Heating Red Hot

why does my whole boiler (30c) get hot! the white metal casing gets hot!?

the light over the thermometer keeps flashing and the boiler cuts out. The whole boiler is red hot but the water is normal temperature? The boiler is only 18months old. Can anyone help?
