Mend Vokera 03 Boiler Ignition

code 03 problem on my vokera boiler, flue doesn't seem blocked?

my vokera boiler is flashing red code 03 (flue or fan). when i turn to reset, green light appears for 5 seconds or so then reverts back to red 03. It doesn't ignite the burners but the fan sounds to be working? There is no build up of ice visible on outside of flue.
