Mend Samsung S8300 Repair Phone Bottom

How can I repair my Samsung Tocco Ultra S8300 mobile phone?

I dropped my mobile phone in water, just the bottom half, very briefly, It comes on and the buttons seem to work but it will not charge the battery, says paused as battery too hot or cold. Any ideas? I have tried a new battery but still the same.
