Mend Danfoss 230 Room Wont Work

room stats wont work?

we have recently finished building 9 flats in bristol.we have people wanting to move in but cant get the boilers to work without bypassing room stat,its all brand new and boilers have been commissioned,could it be the wrong stat we have danfoss 230 stats any idea what our problem could be?,regards keith green
