fix heater that blows out cold air?

i have a 1800 dieles van 2001 the heater blows out cold air the fan works but only on full blow the tep of the water is good . i have flushed the heater thor bled the rad thor

dont think escort van has a control valve fitted but temp is controlled by flaps in heater which may not be working or want adjusting.

i am guessing it is an escort van,think heater resistor is at bulkhead in engine compartment and the heater control valve is in the same vicinity,check them out,thats if it is an escort van though
