Mend Pressure Cleaned Fine

pressure not consistent?

My proplem is lack of pressure,I have cleaned everything and replaced hoses,it worked fine if i remove to hoses,when i replace them it is ok then starts to "hunt" i.e high then low pressure.can you please help
