Is it the timer or motherboard problem?

My vokera maxim does not turn off as it should when the timer is set. It keeps turning the heating on and off quite frequently and only turns off when the whole system hot water and heating is turned off. Problem is happening occasionally not all the time?? Is it safe to continue to use and what can be done to stop the problem?
