Mend DeLonghi Magnifica 3200 Water Heater Not Working

water heater not working?

Delonghi magnifica 3200, lights flashing for start of heating cycle. Never heats up so is never ready to start coffee making.
Any advice for DIY repair? heater ? thermostat.
Any repair manuals available?
