delonghi dem 10?

My DeLonghi DM 10 dehumidifier isn't working. The fan is going but no water is coming out. Can anyone help with advice.

I just bought one of these, it doesnt even seem to turn on? I moved the dial to continuous, no ON light, no fan movement? Is it broken?
