Mend Toshiba Regza Television Screen Sound

my toshiba regaza has a problem with the picture?

when i turn the telly on there are grey horizontal lines moving across the screen against a greyed out background. The sound is working and the channels change because you can hear the sound but you can't see anything except the above. Any suggestions as to what is wrong?
