Mend Honda HRB423 Speed Problem Throttle

Honda GV100 engine on honda HRB423 mower speed govener problem?

Hi,
I've got a Honda HRB423 mower and having trouble with the throttle speed. It's starts fine on the choke setting, but then you want to reduce the throttle speed, it sometimes speeds up. Usually messing with the springs by the carb usually reduce the revs and it's fine. ANy thoughts?
