Mend Craftsman Eager-1 Engine Repair Lawn

Craftsman Eager-1, 5.5 HP mower, need to adjust govenor?

I replaced the primer bulb, governor link and extension spring. Mower starts, but runs at a ver low idle. Throttle conmtrol does not seem to impact speed of engine at all. I am guessing the governor needs to be reset as the governor arm was removed. Your thoughts on how to do this?

not an expert by any means, but on my mower there was no diff in the idle, so I played with the length of the spring and it seems to be fine now
