Mend Suffolk Punch S 35 Starter Mower Broken

Replacing starter cord for Suffolk Punch S 35?

The cord which starts the mower has broken, I have been able to strip the machine down but have been unable to tension the cord which draws the cord back into the starter.
I have some new cord but have been unable to achieve the tension.
Please help, please.
