problem starting rover 25 w reg?

driving car heard flapping sound broke down looked under bonnet found power steering belt had snapped and also damage the alternator belt but this was still intact tried to start but engine just turned, thought must be cam belt took cover of and all ok still conected and when turn engine all wheels turn no teeth missing on timing belt please help thanks
