dryer won't start?

I have a Kenmore dryer model 110 965 912 40. It will not start. We have checked the following;
fuse, thermal fuse, door switch, on/off button, and replaced the timer. We noticed the belt was broken- will this cause the dryer not to start

Yes, it shuts off the electric to the motor on my (1987 gas Kenmore) if the belt is broken.

broken belt will not stop from starting. I would have guessed the thermal fuse. Maybe the motor is froze up?? I would try another thermal fuse, I have had bad ones.
