I've checked the outlet and there is power, but my Kenmore dryer model 87983110 just doesn't do anything. Is there an internal fuse or breaker?

Hello,

Remove the bottom panel and check out the white thermal fuse thats attached to the blower wheel assembly. If this fuse is bad make sure you clean out your exhaust vent or it will blow again.
