24 v ac in the cylinder hoover hnl662?

i recently had to remove the filter to clear of debris etc, small flood ensued as always,, since then i am getting electric shocks from the machine, i have measured 24v ac from the cylinder to earth.. will it dry out,, or have i flooded the pump and need to replace it?

if the machine has no earth path the metal casing and drum can have a voltage applied due to the way the mains filter supressors work.get your electrics and machine check before someone is KILLED!
