you realy need an amp meter to clip on to cable going to heater but if thats not available heater should have a nice constant heat across full length ,you could also monitor amount of elec used on your incoming supply meter and see if it corresponds to kw rating of heater

that is a good idea.However mine is wired through a standard electric timer ( like you have for central heating ). I have to time mine to come on for a period during economy period.
Should there be heat coming from the whole of the heater and not just the top quarter lets say. Does this have to do with the input that it is set at maybe?

Wait until the economy tarrif starts, then see if it warms up.
Otherwise put a plug on the end and plug it in.
