First possibility:
The autoexecute feature is disabled on your computer, probably as a safety measure against potentialy malicious medias. Remember the Sony rootkit?
Open the explorer and navigate to your CD and manualy launch the programm.
If it's a music CD, launch the player and tel it to start playing the CD.
Second possibility:
Your CD drive have been disabled.
It can accidently appens, I've seen that.
In the explorer, right click on the drive and sellect Properties.
Sellect the Material tab and highlight the CD drive.
Click the Properties button.
On the General tab, on the bottom under "Periferal use", What does it says?
If it's NOT "Use that periferal (active)" set it to that.
Click OK to close both dialogs.
