Mend Citroen Saxo VTR Revs Up Starting

saxo vtr revs up and trouble starting?

sometimes my saxo will rev itself up 2 2000 revs and then drops back 2 normal and sometimes a sod to start read lots of ppls answers and alot of peoples questions.
but mine does not idle up and down or stall ???.
i have changed the idle control valve but still have prob
can anyone direct me 2 a poss fault
