belt driven maytag washer model A712 doesnt spin or drain. ?

Belts are glazed but not broke. How do I troubleshoot to figure if it is mechanical or electrical? Does it have to be plugged in? I'm terrified of shocked; friend was electrocueted 4yrs past. Cant afford to hire, and can follow directions. Thank you.
