Mend Water Blocked Exchanger

hot water is intermitant, in and out in 20second gaps?

My hot water on the taps is in and out every 20seconds. this seems to be a blocked heat exchanger. How much roughly is it going to cost for the heatexchanger to be removed and cleaned.
