i replaced my recoil starter housing on a 98 yard machine walk behind mower. it does not work. is there a certain way that the housing goes on? it has tension but there is no sound when you pull the rope. the mower is a model 11a021d062 tecumseh engine 338019d/y1pxs/1631ba/1639350 3.8 20"
