Why the bottom part of the agitator works but not the top?

On my Whirlpool Stylemaster no. 4213631 the bottom part of the agitator is moving like it is suppose to but the top part is not moving properly to push the clothes down to the bottom of the drum.

There is some agitator dogs inside which will be worn out. There is a video on Utube which shows you how to do it. Go on Utube & type in How to replace agitator dogs on Whirlpool washing machine.
