Mend Rover 45 Diesel Cam Belt Engine

rover 45 diesel cam belt ?

can anyone help Ive been trying to fit a cam belt as I pull the belt over the tension wheel the cam shaft moves Ive backed off the tension adjuster fully Ive tried three times it mives about half an inch many thanks
