Mend Tecumseh 5hp Lack Power Oil

lack of power?

I have a tecumseh 5hp on a lawnboy, just rebuilt carb, oil change, new spark plug. Starts hard but will idle, no power under load. any help would be great thanks. could this be the gov spring?
