Drive transmission stops Honda hrb 215?

Mower starts fine runs good then make one round and it won't pull itsself. Pull up on cable and stress to start pulling more--but never strong. Belt new but looks stressed. Takes a lot of pressure on the cable to get drive clutch to engage fully. Ed Miller
