Mend Sanyo DS24425 Started Making Loud

how can i fix my t.v[sanyo,model ds24425]?

i was watching t.v when i lost the picture. the t.v started making a loud screeching noise, and i can see what appears to be a blue electric shock comming off the circuit board. what could this be and how much to repair?
