Mend Volkswagen T4 Caravelle Power Switches Works

where is the power window controller on a 1999 vw t4 caravelle?

I have power to the window switches but neither window works, do I need to replace the controller.
All the switches are switching but the windows dont work. I can not find any blown fuses.
