craftsman lawn tractor transaxle reverse works part time?

I have a 22hp 42in lawn tractor. the reverse works part time. when it doesn't work I have to press the forward pedal and let it jerk forward then the reverse pedal works but not all the time.
from a cold stop after starting it and releasing the brake.it will not go into reverse unless I press the forward pedal first. its a hydro gear transaxle model 323-0510
