Remote control devices usually just send signals out and do not respond to signals coming in - so it would be unusual for your remote control to ever respond...
You do not say what you want your controller to control. Device, make, model. Sometimes the receiving equipment is broken or the controller itself is broken. I have a remote controller (Toshiba) with a slide button on the side offering TV - VCR - DVD. If it accidently gets moved away from the TV position I can't control the TV with it.
You might try looking at the Remote controller output through the viewing lens of a digital camera - you can then see the light pulses and check if it's working.
