Mend John Deere 160 Tractor Repair

brakes won't work properly on my john deere 160?

the brakes are non existant and seem to not work at all. the clutch works like a brake but taking it out of park is hard, without jerking a lot. I need a smooth ride for the application we are using it for. any suggestions on what to do to fix the brakes so they work and so they are not so jerky.
