Air lock in water line?

When my irrigation value is switched on I can hear it trying to raise the water into the irrigation lines, but it does not work. If I open the hose bib near the valve for just a second to relieve the pressure, the water then passes into the irrigation system. It sounds like an air lock, how can I fix the problem?
