Problem with Syphon. Hotpoint WT721 ?

I have a problem where the conditioner drawer is full with clean water after the wash. After I cleaned the syphon & gully!

At the bottom of the syphon is a white plastic valve?

does this need to be at the top or bottom of the syphon?
