Double glazed window wont open?

Hi,

One of my double glazed bayed window in my Front room wont open. When I try to turn the handle it does not fully turn (only turns less than half way). I have checked to see if its locked but its not also tried WD40 but that did not work as well.

Any suggestion will be appreciate .
