Mend Bissell 1699-N Machine Work Fill

Bissell pro heat soap dispenser clogged?

The machine seems to work all except for it won't pick up the soap from the dispenser. I can fill it full and clean the floor and when I check, no soap has been used. How can I fix this? My model is a 1699-N.
