Mend Kelvinator AW301KW2 Belt Spin Clothes

How do you tighten the belt on a Kelvinator washer AW301KW2?

My washer agitates but will not spin out the clothes unless you give it a starter "twist". took the front off the machine and notice the belt is loose. The one "pulley" on a spring is not tight. is that the problem?
