Mend Toshiba 28" Picture Screen

wiggle at the top of picture?

i have a 28" toshiba tv and about one inch from the top of the screen i get a kink in the picture , but only on live broadcast not on pre recorded tv.the picture seems tomove across the sceen by about a quarter of an inch. any idea's please
