mileometer dont work except in cold weather?

I OWN A VW JETTA 1989.AND THE MILEOMETER DONT WORK EXCEPT IN THE COLD WEATHER.COULD YOU PLEASE HELP ME .IS IT A JOB I COULD DO MYSELF .
