Mend Singer Inspiration 4228 Sewing Machine Needle Thread

Retiming my Siger Inspiration 4228?

Hello, I can't get the needle to interlock with the bobbin thread. Tried a new needle, but no luck. I believe I need help retiming it. How do I do this?
